Hongkong, 12th May, 1892, On the 29th ultimo I wrote to you asking if His Excellency the Governor would give instructions that the amount of our claim for Pier compensation should be paid; but as yet, I have not received a reply.

I trust that His Excellency will not consider me importunate in repeating my request, considering that it is now more than three years since the amount to be paid to the Owners and Occupiers of Piers along the line of the Reclamation was settled and incorporated in the Praya Reclamation Ordinance 1889.

On applying to the Honourable the Colonial Treasurer for payment of the sum of $22,008.79 due this day as compensation for the private pier opposite to Marine Lot No. 184, the Colonial Treasurer informed me he had not received any instructions with reference to such payment.

I have therefore to ask that you will be good enough to issue the necessary directions that such sum be at once paid to me.

You have not replied to my letter of the 14th May in which I asked for a list of Measurements and Values of the Piers included in the $180,000 set apart by Ordinance as compensation to Owners and Occupiers.

I am now writing to say that I do not require it, having seen a list of the Piers and Values, but no Measurements, whereby the Values were arrived at.

However, as the list has been endorsed as reasonable by the Director of Public Works, I have nothing more to say about it, save to ask that His Excellency the Governor will give instructions that the amount $16,016 entered in that list as the Value of our Pier may be paid to me at once.

His Excellency will see the justice of this request when he is informed that the greater part of our Pier has been removed in consequence of the progress of the Reclamation, and the use of it is therefore lost to us.

I am further directed to point out to you that the reclamation in front of Marine Lot No. 184 has not yet been commenced, and that inasmuch as the Pier for which you claim is not situated on any portion of the Reclamation actually in course of construction, the sum apportioned to you as the Owner of the Pier, is not payable until six months after the commencement of the work on the portion of the reclamation opposite Marine Lot No. 184.
